Due to rising rents, record numbers of middle-income renters now are cost burdened. In response, a growing number of states and localities have adopted policies and programs to address those renters’ needs However, many housing advocates fear that such initiatives will redirect resources away from lower-income households with the greatest need. In this presentation, Alexander Herman, a Senior Research Associate at the Center, will discuss "Subsidizing the Middle: Policies, Tradeoffs, and Costs of Addressing Middle-Income Affordability Challenges," a new Center working paper that he co-authored with several colleagues at the Center. After reviewing key findings about the programs’ structures and goals, potential benefits, intended beneficiaries, he will examine the policy tradeoffs that might occur if state and local governments prioritize affordability challenges for cost-burdened, middle-income renters.
