By providing assistance to very low-income households seeking housing in the private rental market, HUD’s Housing Choice Voucher (HCV) program has proven to be an effective tool in reducing overcrowding, homelessness, and housing instability. However, concerns about and negative experiences with the program have discouraged some private landlords from participating, thereby limiting the impact of federal dollars.
Fortunately, some Public Housing Authorities and local governments have implemented innovative strategies to make the program more workable for landlords.
