AFFH Proposed Rule Listening Session
Feb

10:00 AM10:00

AFFH Proposed Rule Listening Session

Join HJN for a listening session to learn more about HUD’s proposed Affirmatively Furthering Fair Housing rule!

This session will provide an overview of the proposed rule, with a focus on:

public housing authorities’ obligations and responsibilities;
community engagement opportunities for HUD assisted households; and
the new complaint and enforcement process.

Who should attend?

HJN attorneys and advocates who are engaged in fair housing advocacy (or want to be), represent HUD assisted households, or work with tenants, organizers or community groups who are trying to improve PHA and/or fair housing policies in their communities

What will we discuss?

We look forward to your participation in a facilitated discussion about the rule and strategies for submitting comments. Some questions to consider:

What different or additional regulatory changes to the rule would be more effective in increasing tenant protections, emphasizing the voices of affordable housing residents who are members of protected classes, and preventing displacement and/or evictions?
Does the rule provide for meaningful community engagement?
Does the planning process provide for a robust analysis for PHAs to examine their own policies and practices? Does it provide for a robust analysis of other program participants’ impediments to fair housing? Does the process set goals for overcoming systemic and longstanding inequities in their jurisdictions?
What clarifications or improvements are needed to the compliance and enforcement procedures in order to provide for meaningful compliance with the AFFH obligation?

Moderator:
Natalie N. Maxwell, National Housing Law Project

Speakers
Christopher Buerger, National Legal Aid & Defender Association
Debby Goldberg, National Fair Housing Alliance

Innovate Local Efforts to Improve the Housing Choice Voucher Program

By providing assistance to very low-income households seeking housing in the private rental market, HUD’s Housing Choice Voucher (HCV) program has proven to be an effective tool in reducing overcrowding, homelessness, and housing instability. However, concerns about and negative experiences with the program have discouraged some private landlords from participating, thereby limiting the impact of federal dollars.

Fortunately, some Public Housing Authorities and local governments have implemented innovative strategies to make the program more workable for landlords. In this webinar, BPC will host a discussion with local leaders to explore the various difficulties the HCV program faces and showcase successful strategies and solutions to overcome these challenges.

Featured Speakers:

Philip Garboden
Professor, University of Hawaiʻi at Mānoa

Michael Johnston
Executive Director, Cambridge Housing Authority

Ivory Mathews
CEO, Home Forward

Moderated by:

Building Healthy Places Book & Film Club: Arbitrary Lines: How Zoning Broke the American City and How to Fix It

We’re starting the new year with the new title Arbitrary Lines by author M. Nolan Gray. The book lays the groundwork for reshaping the city by clearing up common confusions and myths about how American cities regulate growth and examines contemporary critiques of zoning. Gray argues that zoning has failed to address our most basic concerns about urban growth over the past century, and outlines how we might plan more affordable, prosperous, equitable, and sustainable American towns and cities.

The Building Healthy Places Book Club is supported by ULI Foundation Governor Randall Lewis.

THE SCHEDULE: January 10 – February 9, 2023

  • Reading Kickoff, January 10 |  Participants will receive a Book Club 101 email outlining how the Book Club will work, along with the suggested 5-week reading schedule.

  • Meetup #1: Midbook Discussion Groups, January 26, 4 pm ET via Zoom | Participants assemble for online to reflect on the first few chapters of the book and preview forthcoming ULI research report “Reshaping the City: Zoning Reform for Health, Sustainability, and Resilience.”

  • Meetup #2: Talk with the Author, February 9, 4 pm ET via Zoom | At the close of the reading period, author M. Nolan Gray will share his personal story and motivations for writing the book; and engage in a robust discussion with participants.

  • Weekly Thought Prompts | In weekly emails, the author will offer observations and questions to guide your reading. Weekly emails will align with the five week suggested reading schedule.

Logo The Scarlet E: Balancing Eviction Record Sealing and Data Access

In the last few years, at least eight states have passed eviction record sealing laws, and eviction sealing legislation is being considered in several other cities and states across the country. These laws protect tenants by limiting the ability of tenant screening companies to access eviction filing data and sell it to landlords, locking tenants - even those who ultimately had their eviction cases dismissed - out of future housing opportunities.

At the same time, eviction sealing laws can obscure access to court records, which are the primary data source for tracking evictions and informing policies to prevent them.

Join the Future of Land and Housing Program at New America to discuss the wave of eviction record sealing legislation gaining traction across the country, and hear from local stakeholders at the forefront of finding ways to preserve access to court data for the public good while still protecting tenants.

Agenda:

Welcome: Yuliya Panfil, Director, New America Future of Land and Housing Program

Opening Remarks: Why Eviction Record Sealing is Urgent and Necessary

Natasha Duarte, Project Director, Upturn

Marie Claire Tran-Leung, Evictions Initiative Project Director and Staff Attorney, National Housing Law Partnership

Nat'l Housing Preservation Database Demonstration

In the next five years, over 300,000 federally-assisted apartments and rental homes will reach the end of their current subsidy contracts and affordability restrictions for low-income families. While many of these homes will remain in the affordable housing stock, others could be permanently lost. The National Housing Preservation Database (NHPD) makes it easier than ever to identify affordable rental properties. The NHPD includes a mapping tool that allows users to pinpoint federally assisted properties of interest; a searchable database that allows users to download property and subsidy level data on affordable rental properties; and newly available preservation profiles that report the number of homes at risk of loss in each state. Join the Public and Affordable Housing Research Corporation (PAHRC) for our webinar, Using the National Housing Preservation Database, on Wednesday, November 2, 2022 from 2-3 p.m. ET. Participants will learn how to: • Utilize the latest features of the NHPD through a live demonstration • Identify federally-assisted properties at risk of loss • Recognize risk factors that increase the likelihood of a property to being lost from the federally-assisted housing stock Speakers: • Kelly McElwain, Lead Research Analyst, PAHRC • Eric Brushett, Research Analyst, PAHRC

Preserving Affordable Housing: New Ideas, New Approaches

This entry in the Getting Serious About Housing Supply series explores new approaches to preserving affordable housing for rent and sale.

With the U.S. suffering from an acute shortage of affordable homes, the preservation of the existing affordable housing stock is more critical than ever before. Even when combined with repairs and rehabilitation, preserving a home that is affordable to a low- or moderate-income household is generally less expensive and more cost-effective than new construction. It also prevents the displacement of households that otherwise would be forced to relocate. This webinar, the eighth in our Getting Serious About Housing Supply series, will explore new ideas and approaches to the preservation of affordable housing both for rent and sale.
