As policymakers and practitioners address the nation’s shortage of affordable housing, including housing available for affordable homeownership, they face several headwinds, such as inflationary pressures, mounting climate risks, and the potential for further economic cooling. The lack of housing supply combined with rising interest rates is pushing access to high-quality homeownership even further out of reach for many households, especially households of color. Despite these challenges, nonprofit organizations and community development financial institutions continue to innovate, leveraging new federal policy changes and investments to create new housing that addresses the supply gap, improves resilience to climate risks, and meets the unique homeownership needs of those most often denied the opportunity.

Join HJN for a listening session to learn more about HUD’s proposed Affirmatively Furthering Fair Housing rule!

This session will provide an overview of the proposed rule, with a focus on:

public housing authorities’ obligations and responsibilities;
community engagement opportunities for HUD assisted households; and
the new complaint and enforcement process.

Who should attend?

HJN attorneys and advocates who are engaged in fair housing advocacy (or want to be), represent HUD assisted households, or work with tenants, organizers or community groups who are trying to improve PHA and/or fair housing policies in their communities

What will we discuss?

We look forward to your participation in a facilitated discussion about the rule and strategies for submitting comments. Some questions to consider:

What different or additional regulatory changes to the rule would be more effective in increasing tenant protections, emphasizing the voices of affordable housing residents who are members of protected classes, and preventing displacement and/or evictions?
Does the rule provide for meaningful community engagement?
Does the planning process provide for a robust analysis for PHAs to examine their own policies and practices? Does it provide for a robust analysis of other program participants’ impediments to fair housing? Does the process set goals for overcoming systemic and longstanding inequities in their jurisdictions?
What clarifications or improvements are needed to the compliance and enforcement procedures in order to provide for meaningful compliance with the AFFH obligation?

Innovate Local Efforts to Improve the Housing Choice Voucher Program

By providing assistance to very low-income households seeking housing in the private rental market, HUD’s Housing Choice Voucher (HCV) program has proven to be an effective tool in reducing overcrowding, homelessness, and housing instability. However, concerns about and negative experiences with the program have discouraged some private landlords from participating, thereby limiting the impact of federal dollars.

Fortunately, some Public Housing Authorities and local governments have implemented innovative strategies to make the program more workable for landlords. In this webinar, BPC will host a discussion with local leaders to explore the various difficulties the HCV program faces and showcase successful strategies and solutions to overcome these challenges.

Opportunities in Crisis: Findings from Year Two of Research on Equitable Rental Housing and Eviction Prevention in the United States

Addressing the pandemic-exacerbated housing crisis demands an all-hands-on-deck approach. Residents, practitioners, policymakers, funders, and researchers must come together to learn and act in real time to keep renters stably housed. In fact, innovative policy solutions have been designed and implemented over the past two and a half years, and the present moment provides us an opportunity to better understand and assess the effects and future prospects of a more stable and secure housing market for renter families. 

In this context, the Housing Crisis Research Collaborative launched in April 2020 to solicit and respond to the most pressing questions policymakers and practitioners have faced throughout the pandemic. Comprising four research institutions, seven practitioner networks, and multiple partner researchers, the collaborative works in real time to address questions around what forms of rental assistance and eviction prevention show the most promise, how renters are responding to financial stress, how landlords are responding to arrears, and which regulatory and legislative fixes have been most effective.

Join the Housing Crisis Research Collaborative and the Urban Institute for insights from published and upcoming research on how policymakers, researchers, community members, and funders can work together to support renter stability and equitable rental housing in the US during and beyond the pandemic.

In the last few years, at least eight states have passed eviction record sealing laws, and eviction sealing legislation is being considered in several other cities and states across the country. These laws protect tenants by limiting the ability of tenant screening companies to access eviction filing data and sell it to landlords, locking tenants - even those who ultimately had their eviction cases dismissed - out of future housing opportunities.

At the same time, eviction sealing laws can obscure access to court records, which are the primary data source for tracking evictions and informing policies to prevent them.

Join the Future of Land and Housing Program at New America to discuss the wave of eviction record sealing legislation gaining traction across the country, and hear from local stakeholders at the forefront of finding ways to preserve access to court data for the public good while still protecting tenants.

STACKED DECKS: BUILDING INSPECTORS AND THE REPRODUCTION OF URBAN INEQUALITY

Building inspectors must regularly make difficult – and sometimes surprising – choices that can significantly impact lower-income homeowners, owner-occupants of small multifamily buildings, and the tenants in those buildings. Requiring expensive repairs to address code violations can impose untenable financial burdens on some owners, many of them older households and/or households of color. But not requiring those repairs may expose owners and tenants to unsafe living conditions. In this talk, Robin Bartram, an assistant professor of sociology at Tulane University will discuss her book, Stacked Decks: Building Inspectors and the Reproduction of Urban Inequality. Drawing on her extensive research into code enforcement in Chicago, Bartram will show that building inspectors often make surprising choices about who to cite (and who not to cite) and discuss how these choices underscore the continuing challenge of persistent inequality.

Nat'l Housing Preservation Database Demonstration

In the next five years, over 300,000 federally-assisted apartments and rental homes will reach the end of their current subsidy contracts and affordability restrictions for low-income families. While many of these homes will remain in the affordable housing stock, others could be permanently lost. The National Housing Preservation Database (NHPD) makes it easier than ever to identify affordable rental properties. The NHPD includes a mapping tool that allows users to pinpoint federally assisted properties of interest; a searchable database that allows users to download property and subsidy level data on affordable rental properties; and newly available preservation profiles that report the number of homes at risk of loss in each state. It also prevents the displacement of households that otherwise would be forced to relocate. The City of Columbus, Grants Management Section would like to invite you to the first public meeting for the 2023 Annual Action Plan to review and discuss proposed programs for Department of Housing and Urban Development grant funds. The meeting will be held on Tuesday, October 18th at 5:30pm, in the garage conference room at 141 N. Front St. Parking is available in the garage, and the conference room is located on the first floor.

This year, we received 37 Community Development Block Grant applications from external agencies and 12 from internal departments, making this the most competitive applicant pool the City has seen for CDBG funding. We are still carefully considering all of these applications and have not made any final selections yet. Projects for the HOPWA, HOME, and ESG grants are also being presented.

 

Please join us on Tuesday if you are interested in learning about the project proposals we received for 2023 funding. A summary of all project proposals will be available on our website: https://www.columbus.gov/finance/financial-management-group/Grants-Management/. ASSESSING THE LANDSCAPE OF CORPORATE OWNERSHIP FOR SMALL RENTAL PROPERTIES

The share of small (one-to-four unit) rental properties owned by corporate entities has grown steadily over the past several decades, rising from around 3 percent in 1990 to approximately 18 percent in 2018. To date, however, there has been little research into key questions about the types of entities that own the properties and where they are located. In this presentation, Adam Travis, a PhD candidate in Sociology & Social Policy and Meyer Fellow will present research that draws on data from the nation's 50 largest metropolitan areas to examine the current landscape of corporate housing ownership. The research highlights the often-overlooked importance of small- and mid-sized corporate landlords. It also shows that rates of rental housing ownership by corporate entities vary considerably at both the metropolitan and neighborhood level and are consistently higher in neighborhoods with larger shares of Black residents.

QAP equity scorecard meeting

The BlueGreen Alliance Foundation (BGAF) is in the process of developing a ‘QAP scorecard’ in an effort to strengthen standards within the nation’s largest affordable housing program. In addition to energy efficiency and healthy building practices, the scorecard will include an equity section and adopt scoring criteria and best practices for incorporating racial equity provisions in communities assisted by Low-Income Housing Tax Credits (LIHTC). BGAF has contracted with Miriam Zuk, Ph.D. of Ground Works Consulting to support us in the development of the equity criteria to be included in the scorecard. This informational sessions will be held to share existing information and to gather input from stakeholders on how to best capture the various ways that LIHTC/QAP intersect with equity for the purposes of the scorecard.

Federal Funding, Local Impact: Shared Equity as a Housing Solution

Many communities facing dramatic losses of affordable market rate housing, increasing land costs, and rising costs of new construction are having to consider alternative strategies to keep their communities affordable to live. Shared equity models of housing, including community land trusts, housing cooperatives, and resident-owned manufactured housing, have emerged as a viable approach to stabilize communities from the pressures of displacement while producing new homeowners in the process.
